The article examines the issues of modern trends in the development of small business in the Republic of Kalmykia. One of these trends is entrepreneurship, which actively uses ethnic, national components in its line of business. The purpose of the article is to study the ethno-economic aspects of modern entrepreneurship in Kalmykia. The main research method is an expert survey. A total of 12 experts were interviewed. The study was conducted in May-June 2020 in Elista. As experts, restaurateurs or owners (...) of national cuisine cafes, ateliers, clothing manufacturers, representatives of the tourism business, manufacturers of souvenir products, owners of souvenir shops, manufacturers of ethnic furniture, etc. Experts note the popularity and demand for ethnic goods, handicrafts in the segment of ethnic fashion, ethnic design. And also services of ethno-tourism, ethno-restaurants, which testifies to the prospects of ethno-business and ethno-entrepreneurship in the republic. Active revival of Buddhism, restoration, development of national culture, natural resources make Kalmykia especially attractive for tourists. However, one of the problems in the development of ethnic entrepreneurship is the fact that there are very few masters of national instruments, masters of making complex souvenirs. An expert survey has shown that the development of ethnic entrepreneurship is an important resource for economic development in Kalmykia. (shrink)

In the current debate there are two epistemological approaches to the definition of ignorance: the Standard View and the New View. The former defines ignorance simply as not knowing, while the latter defines it as the absence of true belief. One of the main differences between these two positions lies in rejecting (Standard View) or in accepting (New View) the factivity of ignorance, i.e., if an agent is ignorant of φ, then φ is true. Social robots are gradually entering children’s lives in a period when children learn about social relationships and exercise prosocial behaviors with parents, peers, and teachers. Designed for long-term emotional engagement and to take the roles of friends, teachers, and babysitters, such robots have the potential to influence how children develop empathy. This article presents a review of the literature in the fields of human–robot interaction, psychology, neuropsychology, and roboethics, discussing the potential impact of communication with social robots on children’s social (...) and emotional development. The critical analysis of evidence behind these discussions shows that, although robots theoretically have high chances of influencing the development of empathy in children, depending on their design, intensity, and context of use, there is no certainty about the kind of effect they might have. Most of the analyzed studies, which showed the ability of robots to improve empathy levels in children, were not longitudinal, while the studies observing and arguing for the negative effect of robots on children’s empathy were either purely theoretical or dependent on the specific design of the robot and the situation. Therefore, there is a need for studies investigating the effects on children’s social and emotional development of long-term regular and consistent communication with robots of various designs and in different situations. In this article we analyze the methodological commitments of a radical embodied cognition (REC) approach to social interaction and social cognition, specifically with respect to the explanatory framework it adopts. According to many representatives of REC, such as enactivists and the proponents of dynamical and ecological psychology, sociality is to be explained by (1) focusing on the social unit rather than the individuals that comprise it and (2) establishing the regularities that hold on this level rather than modeling the sub-personal (...) mechanisms that could be said to underlie social phenomena. We point out that, despite explicit commitment, such a view implies an implicit rejection of the mechanistic explanation framework widely adopted in traditional cognitive science (TCS), which, in our view, hinders comparability between REC and these approaches. We further argue that such a position is unnecessary and that enactive mechanistic explanation of sociality is both possible and desirable. We examine three distinct objections from REC against mechanistic explanation, which we dub the decomposability, causality and extended cognition worries. In each case we show that these complaints can be alleviated by either appreciation of the full scope of the mechanistic account or adjustments on both mechanistic and REC sides of the debate. Defining the degree of categoricity of a computable structure ${\mathcal{M}}$ to be the least degree d for which ${\mathcal{M}}$ is d-computably categorical, we investigate which Turing degrees can be realized as degrees of categoricity. We show that for all n, degrees d.c.e. in and above 0 (n) can be so realized, as can the degree 0 (ω).

In this topical section, we highlight the next step of research on modeling aiming to contribute to the emerging literature that radically refrains from approaching modeling as a scientific endeavor. Modeling surpasses “doing science” because it is frequently incorporated into decision-making processes in politics and management, i.e., areas which are not solely epistemically oriented. We do not refer to the production of models in academia for abstract or imaginary applications in practical fields, but instead highlight the real entwinement of science (...) and policy and the real erosion of their boundaries. Models in decision making – due to their strong entwinement with policy and management – are utilized differently than models in science; they are employed for different purposes and with different constraints. We claim that “being a part of decision-making” implies that models are elements of a very particular situation, in which knowledge about the present and the future is limited but dependence of decisions on the future is distinct. Emphasis on the future indicates that decisions are made about actions that have severe and lasting consequences. In these specific situations, models enable not only the acquisition of knowledge (the primary goal of science) but also enable deciding upon actions that change the course of events. As a result, there are specific ways to construct effective models and justify their results. Although some studies have explored this topic, our understanding of how models contribute to decision making outside of science remains fragmentary. This topical section aims to fill this gap in research and formulate an agenda for additional and more systematic investigations in the field. (shrink)

We study the complexity of the isomorphism relation on classes of computable structures. We use the notion of FF-reducibility introduced in [9] to show completeness of the isomorphism relation on many familiar classes in the context of all ${\mathrm{\Sigma }}_{1}^{1}$ equivalence relations on hyperarithmetical subsets of ω.

The study of Borel equivalence relations under Borel reducibility has developed into an important area of descriptive set theory. The dichotomies of Silver [20] and Harrington, Kechris and Louveau [6] show that with respect to Borel reducibility, any Borel equivalence relation strictly above equality on ω is above equality on , the power set of ω, and any Borel equivalence relation strictly above equality on the reals is above equality modulo finite on . In this article we examine the effective (...) content of these and related results by studying effectively Borel equivalence relations under effectively Borel reducibility. The resulting structure is complex, even for equivalence relations with finitely many equivalence classes. However use of Kleene’s O as a parameter is sufficient to restore the picture from the noneffective setting. A key lemma is that of the existence of two effectively Borel sets of reals, neither of which contains the range of the other under any effectively Borel function; the proof of this result applies Barwise compactness to a deep theorem of Harrington establishing for any recursive ordinal α the existence of singletons whose α-jumps are Turing incomparable. For a computable structure $\mathcal {M}$, the categoricity spectrum is the set of all Turing degrees capable of computing isomorphisms among arbitrary computable copies of $\mathcal {M}$. If the spectrum has a least degree, this degree is called the degree of categoricity of $\mathcal {M}$. In this paper we investigate spectra of categoricity for computable rigid structures. In particular, we give examples of rigid structures without degrees of categoricity.

We study the structure of Σ11 equivalence relations on hyperarithmetical subsets of ω under reducibilities given by hyperarithmetical or computable functions, called h-reducibility and FF-reducibility, respectively. We show that the structure is rich even when one fixes the number of properly equation imagei.e., Σ11 but not equation image equivalence classes. We also show the existence of incomparable Σ11 equivalence relations that are complete as subsets of ω × ω with respect to the corresponding reducibility on sets. We study complete Σ11 (...) equivalence relations and show that existence of infinitely many properly Σ11 equivalence classes that are complete as Σ11 sets is necessary but not sufficient for a relation to be complete in the context of Σ11 equivalence relations. The aim of the present paper is to introduce a system, where the epistemic state of an agent is represented truth-functionally. In order to obtain this system, we propose a four-valued logic, that we call the logic of rational agent, where the fact of knowing something is formalized at the level of valuations, without the explicit use of epistemic knowledge operator. On the basis of this semantics, a sound and complete system with two distinct truth-functional negations is provided. These negations (...) allow us to express the statements about knowing or not knowing something at the syntactic level. Moreover, such a system is applied to the analysis of knowability paradox. Is there a unique way to de-idealize models? If not, how might the possible ways of reducing the distortion between models and reality differ from each other? Based on an empirical case study conducted in financial markets, this paper discusses how a popular valuation model (the Discounted Cash Flow model) idealizes reality and how the market participants de-idealize it in concrete market situations. In contrast to Cartwright's view that economic models are generally over-constrained, this paper suggests that valuation models are (...) under-constrained. This serves as the reason why the relaxation of simplifying assumptions and concretization do not work as methods of de-idealization. The paper finds that financial market participants de-idealize models using commentary that takes the form of judgment. As a conclusion, a hypothesis is formulated that proposes that the more underdetermined the model is the bigger role narrative and other pragmatic elements play in the process of model application. Following a proposal by Kooi and Tamminga, we introduce a conservative translation manual for every four-valued truth-functional propositional logic into a modal logic. However, the application of this translation does not preserve the intuitive reading of the truth-values for every four-valued logic. In order to solve this problem, we modify the translation manual and prove its conservativity by exploiting the method of generalized truth-values.

Haskins Communication Department Boston College Aristotle's crucial role in institutionalizing the art of rhetoric in the fourth century BCE is beyond dispute, but the significance of Aristotle's rhetorical project remains a point of lively controversy among philosophers and rhetoricians alike. There are many ways of reading and evaluating Aristotle's (...) Rhetoric that depend on the philosophical, theoretical, and pedagogical purposes of the scholar.1 Most philosophical and rhetorical exegeses of the Rhetoric, however, while focusing on the text's connections to Aristotle's corpus and to the rhetorical tradition before and after Aristotle, seem to lack a critical perspective on Aristotle's relationship with his cultural context. Yet, like other parts of Aristotle's encyclopedic intellectual endeavor, much of Rhetoric 's cultural content was provided by endoxa, "reputable or received opinions."Since G. E. L. Owen's essay "Tithenai ta phainomena" (1961) many scholars have accepted the claim that endoxa, rather than empirical observations, are the source of Aristotle's own philosophical principles. The "linguistic" turn within Aristotelian studies has drawn attention to the role of "facts" of language and ordinary experience within Aristotle's philosophical method. As a result, a view of Aristotle as a hard-core empiricist has given way to a picture of a humanist who is attuned to the nuances of his cultural milieu. Still, this new portrait fails to take into account that Aristotle's manner of selecting and categorizing his linguistic resources allows him to transform what we would consider cultural beliefs into natural, and hence, atemporal premises. This pattern can be explained by Aristotle's "epistemological optimism," in itself a blend of several cultural assumptions about perception in general and vision in particular, the function of language, and the cyclical nature of human history. Part of this essay's objective, then, will be an explanation of these components of Aristotle's epistemological optimism. By appreciating Aristotle's difference [End Page 1] on these issues from our modern assumptions, we will be in a better position to understand why Aristotle relies on endoxa on all three levels of philosophical discourse (theoretical science, moral philosophy, and productive arts of poetics and rhetoric). Aristotle remains consistent in his treatment of endoxa throughout; rhetoric, however, presents a major challenge to Aristotle's epistemological optimism and his conception of language. I shall argue that Aristotle recognized this challenge and that he answered it by isolating proofs and rhetorical genres from their linguistic medium (lexis ), and postulating linguistic transparency (sapheneia ) as a stylistic norm. I. Aristotle's openness to appearances (phainomena ) and opinions (endoxa ) was accorded prominence especially thanks to the work of G. E. L. Owen and Martha Nussbaum. Owen was first to defend a linguistic translation of Aristotle's phainomena as "ordinary beliefs" and "appearances" against the then-prevalent rendition "observed facts." Does George Berkeley provide an argument for the existence of the Judeo-Christian God at Principles of Human Knowledge, part I, section 29? The standard answer is that he does. In this paper, we challenge that interpretation. First, we look at section 29 in the context of its preceding sections and argue that the most the argument establishes is that there are at least two minds, that is, that the thesis of solipsism is false. Next, we examine the argument in section (...) 29 in light of the conclusions Berkeley draws in sections 30–33. There Berkeley concludes that there is one cause of the ordered world of ideas, a cause he calls the "Author of Nature." We argue that Berkeley's Author of Nature is conceptually distinct from, although numerically identical with, the Judeo-Christian God, for whose existence Berkeley argues in section 146. Finally, we ask whether, if our conclusion is correct, it is significant that Berkeley drew a conceptual distinction between the Author of Nature and the Judeo-Christian God. (shrink)

The question of whether an artificial moral agent (AMA) is possible implies discussion of a whole range of problems raised by Kant within the framework of practical philosophy that have not exhausted their heuris­tic potential to this day. First, I show the significance of the correlation between moral law and freedom. Since a rational being believes that his/her will is independent of external influences, the will turns out to be governed by the moral law and is autonomous. Morality and freedom (...) are correlated through independence from the external. Accordingly, if the actions of artificial intelligence (AI) are determined by something or someone external to it (by a human), then it does not act morally and freely, but heteronomously. As a consequence of AI’s lack of autonomy, and thus lack of access to the moral law, it does not and cannot have a moral understanding that proceeds from the moral law. Another consequence is that it has no sense of duty, which would follow from the moral law. Thus, moral action becomes impossible for the AMA because it lacks autonomy and moral law, moral understanding and sense of duty. It is concluded that, first, AMA not only cannot be moral, but should not be that, since the inclusion of any moral principle would imply the necessity for the individual to choose it, making the choice of the principle itself immoral. Second, although AI has no will as such, which prima facie makes not only moral but also legal action impossible, it can still act legally in the sense of conforming to legal law, since AI carries a quasi-human will. Thus, it is necessary that the creation of AI should be based not on moral principles, but on legal law that prioritises human freedom and rights. (shrink)

Today, tourism, with its distinct and unique features, has become one of the largest and most profitable industries in the world economy and has provided a platform for changes in geographical spaces. This study was conducted with the aim of investigating the effects of religious tourism on the economic development of traditional settlements. The research method is descriptive and analytical. The independent variable is ‘religious tourism’, which is quantified by 10 components, and the dependent variables are ‘income’ and ‘employment’ in (...) tourist areas, which are studied with 10 components in Russia, respectively. Data analysis was carried out in SPSS software, then a Pearson’s correlation test and simple linear regression were used. Moreover, Geographic Information System (GIS) software was used to show the traditional spatial weighting of the study. The regression results show that religious tourism has been effective by 0.77 on income, 0.66 on employment, and 0.72 on the economy of traditional settlements. In fact, the development of religious tourism in areas with religious and traditional rituals has had a positive effect on creating employment, increasing income and economic prosperity. In general, religious tourism, with its structural and functional features, is considered an important factor in revitalising the economy of regions with this privilege. Contribution: This article has proven the strong role of religious tourism on the economy and tourism industry in Russia with a quantitative analysis, which deserves the attention of cultural and tourism policymakers. There is still no single assessment methodology that takes into account the interests of all stakeholders: outside experts, library managers and staff, investors and sponsors of library activities. The purpose of the study is to develop an integrated methodology for evaluating the effectiveness of state cultural institutions, taking into account the needs of all potential users. The scientific novelty lies in (...) the development, based on the results of an empirical study, of an indicator for measuring the effectiveness of the activities of state cultural institutions, as well as an integrated methodology for evaluating the effectiveness of the library, taking into account the economic and non-economic interest of the activity and providing a comprehensive application of financial and managerial, information and organizational, control and analytical measures, which together contribute to improving the effectiveness of the activity. The main subject of this research is the specificity of I. E. Repin's perception of the dynamics of artistic-aesthetic tasks formed under the influence of changing modernity. In view of this, one of the compositional centers of the research is the history of relationship that developed between I. E. Repin and the artists of the “first wave of symbolism” – members of the association “The World of Art”. Special attention is given to the question of perception of I. E. Repin (...) by certain representatives of the avant-garde in 1910s. Developing in the range “attraction – negation”, full of dramatic and comic moments, the dialogue between Repin and younger generation indicates the hastiness of univocal view of realism and Art Nouveau as opposing imagery systems. For the first time, on the current level of scientific comprehension of the aesthetics of symbolism and neo-romanticism, the article analyzes the attitude of I. E. Repin towards the innovative imagery pursuits of the Art Nouveau artists. At the same time, the very concept of Art Nouveau is interpreted in two dimensions: as a certain milestone in the context of the development of the history of art of the late XIX – early XX century; and as an inner dynamic potential embedded by I. E. Repin in his works since the beginning of his creative path. Based on systematization of the artistic and documentary sources and the method of complex reconstruction of the views of Peredvizhniki and symbolist artists upon the objectives and nature of art, the author concludes that the poetics of art of Ilya Repin, synthesizing the ideas of time, tends to reflect a complicated and distinctive artistic image formed by realistic and idealistic principles. The subject of this article is the works of the Russian artists of the late XIX – early XX centuries in the context of problematic of symbolism and Art Nouveau, as well as the scientific foundation that has developed as yet in studying this topic. Research methodology is based on the conceptual synthesis of classical art history approaches towards the analysis of artistic material with the theoretical interdisciplinary methods of humanities, such as iconology and hermeneutics, as well as the contextual-associative (...) method developed by the author. The goal of this article consists in determination of the peculiarities of symbolism in Russia due to the transformation of the attitude towards the spiritual problematic of art of the turn of the XIX – XX centuries, which is relevant for the modern art history. The author is firs in the Russian art history to conduct a comprehensive analytical overview of the development stages of symbolism in the Russian visual art based on the years-long work with the archival materials, scientific publications, and works of the Art Nouveau authors stored in the museum funds, many of which after 1917 appeared to be on the periphery of attention of art historians due to ideological reasons. The revealed individual characteristics of symbolism as a holistic artistic phenomenon, created on the level of modern humanistic knowledge, determine the novelty of this work and can valuable in further study of symbolism and Art Nouveau. Broadening of representations on the Russian art of the late XIX – early XX centuries, allow returning the heritage of the symbolist artists into the context of art, which is of undeniable importance from the perspective of restoration of natural logic of the development of the history of art in Russia, making this publication valuable in various fields of study of art and culture. This article is first within the Russian and Western art history to examine the concept of visual poetics as a separate subject of research. Based on the analysis of iconographic and theoretical searches of the masters of symbolism, which found reflection within the boundaries of expressive means of visual art, the author comes concludes on the poetic principles of symbolist artists as the fundamental sources of the formation of the style of Art Nouveau – a new sculptural language of the (...) XIX – early XX centuries. Detail characteristic of the philosophical-aesthetic content that underlies optical forms of the visual symbolist image, in its scientific origins leans on the capabilities of the art comparative-formal analysis, as well as iconological method adapted to the period under review. The innovative conceptual approach towards studying the art of symbolism lies in the fact that poetry as the concept is depicted beyond the literary sphere, as a specific type of artistic worldview that influenced the development of the visual language of art in the era of Art Nouveau. At the same time, visual poetics is compared to the complex system of internal images, which shape in with the works of the master throughout the entire path of his self-expression, and are directly related to profoundness of the poetic principle of the soul, lyrical and metaphorical intuition of the artist. This approach allows us broadening the representation on the aesthetic benchmarks of the symbolist artists, as well as designating the new methodological coordinates in the field of studying the art of symbolism in both national and international contexts. The subject of this research is the rehearsal process in choreographic art. The object of the study is the comprehension of this process as a creative integration of an artist and a teacher-tutor. The author examines in detail such aspects of the topic as the role of an artist, the preparation of a ballet dancer for a performance, gives examples of works of art that contribute to honing the professional skills of dancers. The author focuses on the importance of participation (...) in stage practice during the years of study, which allows you to feel more confident on stage as a professional ballet dancer, and also points out the main contradiction – the time limitation on the preparation of the artist for the part and the need to demonstrate impeccable performance. The importance of this research is expressed in the fact that in modern education and tutoring work in the theater, such a phenomenon as creative integration is an important factor in achieving the goals set, namely in obtaining and maintaining the professional level of academic theaters. The result of the conducted research is the design of a model of modern training of artists to participate in performances of the classical repertoire, with a focus on preserving the choreographic text and heritage as a whole. The novelty of the research lies in a comprehensive approach to the characterization of the creative integration of a ballet dancer and a teacher in the process of preparing for a performance, determining the leading professional traits of dancers, the presence of which allows us to realize the task of creating a high-quality product of joint activity of the performer and the teacher-tutor. The paper addresses the topical issue of implementing the Bologna system in the Russian higher education since its entering the common educational environment in 2003 and that of English as a Medium of Instruction as a language of instruction in Russian universities. The article presents the analysis of the current sources on the topic surveying the data on EMI in the higher educational institutions in Russia and abroad. The data show significant advancement in the system of EMI in foreign countries (...) whereas in Russia the process of establishing such a system is still under development. The undertaken research reveals sufficient discrepancies between the present day demands for the formalized layout of the EMI structure in the Russian higher education system and it's functioning in work. The author dwells on the topic at hand highlighting the importance of not only maintaining the structure of English as a Medium of Instruction in Russian universities but also designing and implementing the national system of such instruction in correlation with the global standards. The purpose of the study is to prove the national idea as a form of metaphysical cognition of the patriotic mechanism of reproducing ethnonational relations on the way to the legal state consolidation is not an independent phenomenon, but is directly dependent on metaphysical sociocultural representations and the specific feature of historical conditions. Scientific novelty lies in argumentation of patriotism is a national self-determination manifested outside, the origins of which are to a greater extent in the sphere of the irrational-mythological. The purpose of the study is to determine measures to improve the efficiency of the personnel management system in the civil service. The article highlights the issues of improving the personnel management system in the civil service, identifies the features of personnel management in the civil service, touches upon the moments of motivation and incentives for civil servants. The authors carried out a sociological study among the employees of the Ministry of Agriculture and Food of the Republic of Buryatia. Scientific (...) novelty lies in the proposed personnel management system, which, in contrast to the existing ones, reflects the specifics of the civil service and allows the most effective management decisions of personnel management. As a result, measures were identified that are aimed at efficient, fast and convenient work of the Ministry's employees, at retaining young specialists, effective motivation and interest of personnel in labor activities. The article deals with the concept of educational mobility and its role in the modern educational process. Due to the insufficient development of this concept in the theory and practice of school education, the author creates a universal structural and functional model for the formation of this skill, which is why special attention was paid to the complex of pedagogical conditions that can ensure the effective functioning of all elements of the system.

The article is devoted to the analysis of the concept of the game and its presence in creative activity. The gameplay is presented as an important part of human life. The presence of both elements in a person's work shapes him as a "creative" and "creating" entity. The introduced characteristics are analyzed from the point of view of the historical context, where the concepts of a creative person and a person playing are equated to each other. Their similarity is established (...) on the basis of the description of the signs of the game revealed at the beginning of the XX century. Game and art are considered abstractly from a specific cultural background, as functions that organize a person and preserve an abstract character. The features of the game highlighted in the article are given as evidence that plastic art stores it at its core as well as musical art. Their division within the cult and myth has led to the question of whether there is a game in art. The solution to this question lies in the field of the role of the participant in the game. Analysis from the point of view of the roles of the "creator" and "observer" allows us to uncover misconceptions about applied art and its game function.The findings showed that the position of the "observer" does not always allow you to see a complete picture of the process of plastic creativity. Due to the secrecy of most of the activity in the inner world of the artist, the observer cannot see the mechanical work of the gameplay. On this basis, he concludes about the insufficiency of plastic art. Analysis from the position of a creative person, on the contrary, indicates the full compliance of applied arts with the gameplay. On this basis, it is indicated that the game is not only an abstract concept that characterizes a person's life, but also the main component of any creative process. (shrink)

In recent years, the emergence of a new trend in contemporary philosophy has been observed in the increasing usage of empirical research methods to conduct philosophical inquiries. Although philosophers primarily use secondary data from other disciplines or apply quantitative methods (experiments, surveys, etc.), the rise of qualitative methods (e.g., in-depth interviews, participant observations and qualitative text analysis) can also be observed. In this paper, I focus on how qualitative research methods can be applied within philosophy of science, namely within the (...) philosophical debate on modeling.
